This is a Synopsis Notice for Multi-Function Support Services (MFSS) at Naval Support Activity (NSA), Orlando, FL and outlying areas within NSA Orlando Area of Responsibility (AOR). The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The work includes, but is not limited to, all labor, management, supervision, tools, materials, and equipment, and other items necessary to perform: Facility Investment; Pest Control; Integrated Solid Waste Management (ISWM); Grounds Maintenance and Landscaping; and other related services at NSA Orlando, FL and outlying areas within NSA Orlando AOR. This requirement is performance based. The proposed contract type is a Facilities Support Indefinite-Quantity contract. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $47.0M dollars. The contract term is anticipated to be a base period of one year plus four one-year option periods, for a total contract performance period not to exceed five years (60 months). The base period recurring work requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services. These services are currently being performed under contract N6945019D1735, awarded in 2018. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation will be issued as a competitive total small business set-aside. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. Offerors can view and/or download the solicitation at https://sam.gov when it becomes available. The anticipated date of RFP issuance is on or after 10 April 2023. The site visit is scheduled for Wednesday, 19 April at NSA Orlando and Thursday, 20 April 2023 at Naval Undersea Warfare Center (NUWC) Bugg Spring in Okahumpka, FL. All contractors must comply with the completion and submission of the Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 form to gain access to the various locations for the site visit. Most of these sites are not included under the recurring work portion of this contract, but non-recurring work may be requested by the KO. Special Areas locations that are included under the recurring work portion of this contract are the Naval Undersea Warfare Center On-Site Office (NUWC OSO) in Okahumpka and Navy Exchange (NEX) Orlando just west of Orlando International Airport. NSA Orlando is 30 minutes from NEX Orlando and 1 hour from NUWC OSO Okahumpka. The type of solicitation to be issued will depend upon responses to this sources sought notice. Any resulting contract will be a facilities support indefinite-quantity contract and include recurring work/firm fixed price (FFP) and non-recurring work/ indefinite delivery indefinite quantity (IDIQ) provisions. The contract term will be a base period of year, with four one year option periods. The recurring work base year requirement will be the overall minimum guarantee. There will be a phase-in period, and the anticipated performance start date is 1 December 2023. The proposed requirement will provide Base Operations Support services for the following Annexes/Sub-annexes: 1502000 Facility Investment (primarily sustainment and minimal restoration and modernization of facilities and building systems such as: HVAC systems, fire protection systems, vertical transportation equipment (VTE), intrusion detection systems, and interior and exterior lighting systems); 1503020 Pest Control; 1503030 Integrated Solid Waste Management; 1503050 Grounds Maintenance and Landscaping; 1800000 Environmental (oil and hazardous substance spill response, cleanup and disposal; and fuel storage inspection); and other related services.
