Naval Facilities Engineering Command Southeast, Jacksonville, FL intends to award a sole source contract to T-Mobile USA, INC., 12920 Southeast 38th Street, Bellevue, WA 98006 for recurring wireless cell phone service for the Public Works Department at United States Naval Station Guantanamo Bay, Cuba. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirement. This notice is not a request for competitive proposals. However, interested and responsible parties may identify their interest and capability to respond to the requirement. Inquiries received within 7 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If no responses are received by 12:00 PM EDT, 13 September 2019, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm fixed price sole source award will be made to T-Mobile USA, Inc. No questions will be addressed. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The proposed solicitation number is N69450-19-Q-1720. The acquisition is for wireless cell service for thirty-seven (37) cell phones (thirteen (13) phones with unlimited data (includes unlimited voice and text) and twenty-four (24) phones with unlimited voice and text) for the Public Works Department at U.S. Naval Station Guantanamo Bay, Cuba. The proposed contract type is a firm-fixed price purchase order utilizing the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures. The primary NAICS Code for this procurement is 517312 and the annual small business size standard is 1,500 employees. The term of the wireless service under the purchase order is anticipated to be a one-year base period with three one-year option periods. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
