PRESOLICITATION NOTICE THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about December 17, 2020 at https://www.beta.sam.gov. The Solicitation Number is N69450-21-R-0004, Hurricane Maria Communications Facility and Contingency Response Facility Muñiz Air National Guard Base, Isla Verde, Puerto Rico. Contracting Office Address: N69450 NAVFAC SOUTHEAST, BLDG 903, PO BOX 30, NAS Jacksonville, FL 32212-0030 Competition Requirements: Unrestricted basis, under full and open competition Procurement Method: FAR Part 15, Contracting by Negotiations Project Magnitude: Between $25,000,000 and $100,000,000. Project Description: The work to be performed for this design build project will construct a Communications Facility and Contingency Response Facility at Muñiz Air National Guard Base, Isla Verde, Puerto Rico. The Communications Facility will be constructed utilizing conventional design and construction methods to accommodate the mission of the facility and will construct a Contingency Response and deployment processing facility with associated administrative, shop, and high-bay warehouse utilizing conventional design and construction methods to accommodate. The period of performance will begin at contract award and be for duration of 730 calendar days. A sources sought notice for this requirement was posted under solicitation N69450-21-R-0004 on October 21, 2020 requesting small business industry interest and capability statement. Based on responses from the notice, it was determined that the requirement should be issued ason an unrestricted basis, under full and open competition. The NAVFAC SE Small Business Office concurs with this determination. The solicitation will be a negotiated two-phase acquisition which utilizes source selection procedures, which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The source selection method to be used is a best value continuum process in a negotiated two-phase acquisition utilizing the trade-off approach. Formal two-phase source selection procedures will be used to select the proposals that provide the best value to the Government from a technical and price standpoint. This solicitation will result in the award of one standalone Design-Build, Firm Fixed Price construction contract. The NAICS Code for this procurement is 236220 – Commercial and Institutional Building Construction and the annual size standard is $39.5 million. Large business concerns are required to submit a subcontracting plan prior to award of the contract. This is a new procurement. It does not replace an existing contract. Offerors can view and/or download the solicitation, and all attachments, at https://www.beta.sam.gov when it becomes available. No electronic or hardcopies of the solicitation, drawings, specifications, attachments, additional documents, etc. will be provided. It is the Offerors responsibility to check beta.sam.gov periodically for the solicitation and any amendments. A Pre-Proposal Conference and Site Visit will be held in Phase Two. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation).
