The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling at Naval Air Station, Meridian MS. and Joe Williams Field, Dekalb, MS. The Contractor shall dispose of residential, commercial, and industrial solid waste to ensure compliance with all applicable local, state, and federal laws and regulations. After each collection of solid wastes, the Contractor shall reposition all non-disposable containers in an upright position within their respective collection stations so as to minimize interference with adjacent parking areas, sidewalks, roadways, etc. The Contractor shall provide containers suitable for the collection and disposal of solid waste. The Contractor shall submit recommended changes to the size and location of solid waste containers in writing to the KO for approval. The Contractor's name and phone number shall be prominently displayed on each container. All doors, lids, hinges, rollers, breaking devices, and other moving parts shall be maintained to keep containers in normal working condition. Bent, damaged, leaking, rusting, and unsightly containers shall be repaired or replaced in a timely manner. Except where otherwise noted, all containers shall be standard commercial-industrial type, of heavy gauge metal construction, leak proof, with side opening doors, and designed for mechanized handling. Containers shall be freshly painted at the start of the contract, and periodically during the term of the contract to maintain a pleasing appearance. Containers shall be specifically designed for food waste and shall be leak-proof and rust-proof. The Contractor shall establish a plan for vehicle routes and collection schedules and submit to the ACO per Section F. Approved schedules shall be strictly adhered to, and any proposed change must be submitted for the ACO's approval at least 5 working days in advance.
