The Supervisor of Shipbuilding, Conversion, and Repair, USN, Gulf Coast (SSGC) intends to conduct a sole-source procurement for USS Paul Ignatius (DDG 117) Post Shakedown Availability (PSA) emergent and support services. Requirement will be for material procurement and kitting, and Integrated Logistics Support (ILS) to plan and support the PSA for DDG117. The place of performance for these requirements will be Jacksonville, FL. Work is projected to start in September 2019 with an expected duration through approximately May 2020. These requirements will be procured as a modification under the terms and scope of Basic Ordering Agreement (BOA) N00024-16-G-2303 on Delivery Order N6931618F6004 issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568. The work to be performed under this modification to Delivery Order N6931618F6004 requires detailed knowledge of DDG 117 for which Ingalls was the design and building yard and therefore has the unique knowledge and expertise, including detailed knowledge of the ships' delivered configuration, unique design attributes and operating characteristics to perform the support required. Ingalls, the shipbuilding yard for DDG 117, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in CJ&A 21,051, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation within thirty days after publication of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
