The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement for an increase to Emergent Availability Advance Planning and Accomplishment for Littoral Combat Ship (LCS) 16 (USS TULSA). Requirements include labor and material to support LCS 16 schedule for PSA. The places of performance for this requirement are San Diego, California and Seattle, Washington. Work is projected to start approximately July 2019 with an expected duration through approximately January 31, 2020. These requirements will be procured as a modification to Delivery Order N69316-18-F-4000, which is issued against the Basic Ordering Agreement (BOA) N00024-15-G-2304 issued to Austal USA, LLC 100 Addsco Drive, Mobile, AL 36602. This work must commence at the execution of the contract modification. Consequently, only Austal USA, LLC, the shipbuilding yard for LCS 16, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in Class Justification and Approval (CJ&A) 20,934, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation within thirty days after publication of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
