NAWCWD seeks sources for engineering services supporting Test and Evaluation and systems engineering for Aegis-Based Defense (formerly Aegis Ballistic Missile Defense), THAAD, and sea-based weapon systems, including pre-mission planning, real-time mission conduct, range safety support, post-mission data analysis, and reporting of flight test events. This is a sources sought for market research to determine capable sources and acquisition strategy; it is not an RFP and does not obligate the government to award a contract. The anticipated contract will be a Firm Fixed Price IDIQ with a five-year ordering period, replacing a follow-on Cost-Plus Fixed-Fee sole-source contract. Work will primarily be performed at PMRF, Barking Sands, Kauai, HI, with support at additional national test ranges and locations including JBPHH, Point Mugu, Vandenberg SFB, Reagan Test Site, JBER, Cape Canaveral SFS, Patuxent River, and Colorado Springs. Interested firms should demonstrate capabilities in auxiliary sensor data ingest/reduction/analysis, real-time range safety tracking and state vector generation, Navy optical data collection aircraft support, and familiarity with test ranges and instrumentation.
