The requirement is sole-source manufacture to Lumistar, with competition among authorized distributors. All vendors must be registered and active in SAM.gov before submitting quotes, and the government recommends allowing 10–15 days for processing; contractors must also be DLIS-certified to access CUI or export-controlled information, with CUI access limited to one approved Data Custodian per CAGE code.
