The Naval Air Warfare Center, Weapons Division at China Lake, CA intends to procure this requirement on an other-than-full-and-open-competition basis, with manufacture sole source to JetBrains but competition among authorized distributors. The solicitation/RFQ is expected to be posted on beta.SAM.gov on or about 10/14/2026, and complete details will be available there. Vendors must have an active SAM registration prior to submitting quotes, and processing SAM information may take at least 10-15 days. Contractors must be certified through DLIS to access CUI or export-controlled information, with CUI access limited to one POC per CAGE code listed as Data Custodian on an approved DD 2345.
