All vendors must be registered at SAM.gov, and interested parties should maintain active SAM registration because processing may take at least 10-15 days and the government cannot award without an active registration. Contractors must be certified through DLIS to access CUI or export-controlled information, with CUI access limited to one POC per CAGE code listed as Data Custodian on the DD 2345 and approved by DLA; DD 2345 approval is required before requesting CUI access in SAM.gov.
