NAWCWD intends to procure, on an other than full and open competition basis, system-engineering services, analysis, subject matter expertise, and program planning/management support for the F-35 Lightning II Mission Planning Environment (MPE) Integrated Product Team in support of the MPE redesign project. This Sources Sought is for market research only, not an RFP, to identify capable firms of all sizes and determine whether a small-business set-aside is viable. The anticipated contracting approach is a single-award IDIQ with cost-plus-fixed-fee labor CLINs and cost-reimbursable ODC CLINs, with an estimated 278,800 labor hours; the incumbent is Computer Systems Center Incorporated. Anticipated non-bid timelines include final RFP release around January 25, 2027, award around May 20, 2027, and a period of performance from May 20, 2027 through May 19, 2032. The primary work location/place of performance is specified in Attachment 1, Draft SOW, paragraph 3.1.2.1, and the applicable NAICS is 541330 (Engineering Services) with a $25.5 million small business size standard.
