The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California, anticipates issuing a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the Instrumentation & Electronic Components (I&EC) Follow-On contractual requirement utilizing Full and Open Competition. This acquisition is under NAICS Code 334417 with a size standard of 1,000. The contractor shall deliver various types of instrumentation and electronic components, provide rapid-response maintenance, repair, calibration, and installation services on a delivery order basis for items or product lines. This will also include long-term storage of instrumentation and extended warranties, as delineated in the applicable delivery orders. The Government intends to utilize the Unit of Issue of “Lot” at the basic contract CLIN level with the delivery schedule specified on each Delivery Order. NAWCWD China Lake intends to award each of the IDIQ contracts with a five-year ordering period. Delivery will be FOB Destination. More information will be provided in the Request for Proposal (RFP) solicitation number N6893623R0029, to be posted in the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil on or about 20 October 2023. Quotations shall be submitted electronically through the Solicitation Module of the PIEE at https://piee.eb.mil. No other submissions, such as mail, hand-carried, or other electronic system (e.g., DOD SAFE) are authorized by the solicitation. It is advised that all potential Vendors ensure the proper company points of contact are registered in the site based on their CAGE codes and have the proper roles assigned well in advance of the solicitation closing date. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities within SAM.gov. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Unique Entity Identifier Update (UEI). Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
