The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Firm Fixed Price (FFP) contract using Federal Acquisition Regulation (FAR) Parts 12 and 13 procedures on an other than full and open competition basis to Synergent Technologies Inc. for the Threat Simulator and Recorder (TSR) Software Updates requirement. Complete details are in the Performance Work Statement, which is an attachment to the solicitation. INTENDED SOLE SOURCE: This notice of intent is not a request for competitive quotations. This procurement is advertised as a sole-source acquisition in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAWCWD intends to award a sole source contract to Synergent Technologies Inc. located at 5301 Buckeystown Pike, #306, Frederick, Maryland 21704-8373. The work under this procurement will require upgrades to the TSR’s Operator Interface, which is proprietary to Synergent Technologies Inc. The Government will post the justification and approval (J&A) within 14 day of contract award to https://www.sam.gov/SAM in accordance with FAR 6.305(a). RESPONSE SUBMISSION DETAILS: Written responses to this notice shall be submitted by e-mail to the point(s) of contact listed below no later than 14 days from this notice date. Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/SAM/. Note: large files (> 5MB) may not be receivable due to the Navy Marine Corps Intranet (NMCI) security. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single POC per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
