The Price/Cost page limit, located on page 41 of the RFP has been increased from 10 to 25 pages AND the L-3 Questions Form has been updated. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. NEW - All proposals must be submitted in the PIEE System. Offers to the solicitation shall be submitted via PIEE Solicitation Module, a new secure portal, for proposal submissions per the instructions in Section L of the solicitation. Offerors are required to register in PIEE to obtain access to the solicitation module (step-by-step directions for registering and posting proposals in PIEE are included in the attachments to this solicitation) and can register in PIEE, go to https://piee.eb.mil/, and click Register. Written responses shall be submitted by e-mail to the point(s) of contact listed below no later than 5 days from this notice date. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI. PIEE SOLICITATION MODULE FOR ELECTRONIC PROPOSAL SUBMISSION Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation. If the solicitations Section L instruction to offerors state the PIEE Solicitation module will be used for electronic proposal submission, Contractors are required to register in PIEE to obtain access to the solicitation module. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
