The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to issue an RFQ on an other than full and open basis to Thermo Electron North America LLC, a subsidiary of Thermo Fisher Scientific Inc, in accordance with FAR 6.302-1 justification for only one responsible source and no other supplies or services will satisfy agency requirements. ThermoFisher Scientific developed and has the copyright to the Thermo Scientific™ TSQ Altis™ Plus triple stage quadrupole mass spectrometer and additional items. No other company has rights to distribute/sell licenses for this instrument. This acquisition is for one ultra-high performance liquid chromatography triple quadrupole mass spectrometer system with a diode array detector, PFAS compatibility package, and all control and data processing software as the current suite of ionization sources, as well as the related established standard operating procedures and developed methods, were developed for and interface with this exact mass spectrometer. The Thermo Altis Plus is further required based on the resolution and limit of detection provided by the system. The Vanquish Flex LC is PFAS compatible and has a photodiode array. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 10 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893622R0020 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The Government will consider all information received via email to the Contract Specialist and Contracting Officer by 18 April 2022 at 12:00 PM PST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
