This solicitation (N68936-21-R-0014) is being issued as a Request for Quotation (RFQ). The Government’s market research indicates no one offeror is capable of supplying all the items listed in the ‘ALIC Electronic Components List’ – See Attachment 1. The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA intends to procure on a full and open competition basis for a split award of multiple Firm Fixed Price contracts for the commercial purchase of electronic components. Items made outside the United States will not be accepted. No substitutions for the specific part (make/model) will be accepted unless the part(s) listed in Attachment 1 are obsolete and no longer available. Only new parts will be accepted; refurbished parts will not be accepted. The Offerors are required to provide the Government with Certificates of Authenticity / Compliance / Conformance and Traceability for all items that are awarded to them. The Certificates must be issued by the Original Manufacturer (OEM) or by the Certified / Qualified Independent Testing Facilities that parts have been tested to adequately assure parts are brand new, original, and meet specifications. The Offerors are required to provide one-year warranty for the items that are provided to the Government. Any parts with defects and/or failures during the first year after delivery shall be returned. Vendor shall be responsible for the required tests and cost of the decapped parts. The decapped parts shall not be counted toward the delivery quantities. Complete details on this requirement and the selection process will be provided in the RFQ. This requirement will be issue in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. ALL prices and quantities shall be guaranteed valid for 120 days from the response date. Delivery: Items shall be priced at Free On Board (FOB) Destination, located at Point Mugu, CA. The contractor shall deliver all ALIC electronic components within the required timeframe or due date specified on the resultant contract(s)*. Late delivery will not be accepted and will have a negative impact on the contractor’s performance for future Government procurements. The North American Industry Classification System (NAICS) for this acquisition is 334413 and the size standard is 500 employees. The solicitation or RFQ will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 25 January 2021. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO.
