Naval Air Warfare Center, Weapons Division (NAWCWD) intends to award a sole source contract based on FAR 6.302-1, Only One Responsible Source. The intended source is Global Technology and Management Resources, Inc. (GTMR) because they are the original and sole designer, developer and manufacturer of the Threat Signal Generators (Part Number: GABC419-001-01), Universal Controllers with associated Real-time tracking data processors (Part Numbers: GTMR-UCB0001-1 and GTMR-ATM50001-1) and Data Loggers (Part Number: GTMR-DL001-03). As such, they are the only source capable of supplying the required units. The Government does not possess adequate technical data or the rights necessary to competitively award this requirement. The technical data is necessary for this acquisition as a direct replacement for the current units are required to meet the Government's needs. The scope of this contract will include the procurement of four (4) Threat Signal Generators (Part Number: GABC419-001-01), four (4) Universal Controllers with associated Real-time tracking data Processors (Part Numbers: GTMR-UCB0001-1 and GTMR-ATM50001-1), and two (2) Data Loggers (Part Number: GTMR-DL001-03). This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference Solicitation Number N6893619R0037 and clearly show the firm's capability, background, experience and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government. Written responses shall be submitted by email to caitlan.johnson@navy.mil or mailed to Commander, Code 254110D (C. Johnson), 1 Administration Circle, Stop 1303, China Lake, CA 93555-6100 within 15 days from the notice date. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
