The Naval Air Warfare Center Weapons Division China Lake, California (CA) intends to procure a Firm Fixed Price (FFP) type contract on an other than full and open competition basis in accordance with FAR 6.302-1 from BAE Systems Information and Electronic Systems. This requirement is for two AN/UPX-41 Mode 5 Identification Friend or Foe (IFF) digital interrogators. Estimated award date is 4th Quarter Fiscal Year 2019. Delivery requirements shall be F.O.B. Destination China Lake, CA. All responsible sources may submit a written proposal which shall be considered by the Agency. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N6893619R0017 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government. Written responses shall be submitted by email to caitlan.johnson@navy.mil or mailed to Commander, Code 254110D (Caitlan Johnson), 1 Administration Circle, STOP 1303, China Lake, CA 93555-6100 within 15 days from the Notice date. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
