This solicitation (N68936-19-R-0011) is being issued as a Request for Proposal (RFP). Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu Code 486M00E intends to procure Avionics Test Set Cable Assemblies on a Full and Open basis. The Avionics Test Set Cable Assemblies are used to test the Avionics Systems. Listed in Attachment 1 are the applicable drawings for the following required Avionics Test Set Cable Assemblies which need to be manufactured and delivered: Dash 4 Avionics Test Set Cable Assembly Quantity 3 Dash 10 Avionics Test Set Cable Assembly Quantity 2 GSE Interface Cable Assembly Quantity 6 Umbilical Interface Cable Assembly Quantity 6 HARM/HDAM GSE Wrap Around Adapter Cable Assembly Quantity 6 RIA Cable Assembly Quantity 4 RF Cable Assembly Quantity 10 ALIC Test Cable Assembly Quantity 2 All responsible sources may submit a proposal which shall be considered by the agency. ALL prices and quantities shall be guaranteed valid for 90 days from the response date. Delivery: Items shall be priced at F.O.B. Destination and shall be delivered to the address specified on the resultant contract which will be located at Point Mugu, CA. Inspection and acceptance shall be at destination by the Government. The North American Industry Classification System (NAICS) for this acquisition is 335929 and the size standard is 500 employees. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 13 Feb 2019. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. (1) INTRODUCTION AND PURPOSE: The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and to gain market knowledge of potential qualified sources and their size classifications relative to the North American Industry Classification Systems (NAICS) code 335929 for Avionics Test Set Cable Assemblies for use in the built of Avionics Test Sets. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy for this procurement and make appropriate determinations about potential sources. No solicitation is currently available and as such this is not a request for proposal and in no way obligates the Government to award any contract. A decision to set aside all or part of this requirement is dependent upon a review of the information submitted in response to this sources sought. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published. (2) REQUIRED CAPABILITIES: See attached SOW and Drawings.
