IF YOU PREVIOUSLY SUBMITTED A BID FOR THIS RFQ/RFP PLEASE RE-SUBMIT YOUR BID TO THE NEW PRIMARY CONTACT PERSON ON THIS SOLICITATION. The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on a manufacturer source basis to Penguin Computing, 45800 Northport Loop West, Fremont, CA 94538 with full and open competition basis to authorized distributors and authorized business partners due to unique capability. The Penguin hardware suite Relion XE1112 Node is specific to Penguin Computing and compatible with existing rack system. The solicitation with specifications will be posted on the FedBizOpps website at http://www.fbo .gov/ on or about 03/27/2019. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to nikkimarkota@navy.mil or mailed to Commander, NAWCWPSNS, Code 254620D, Attn: Nikki Markota, 429 East Bowen Road, Mail Stop 4015, China Lake, CA 93555-6108. It must learly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the item without causing programmatic hardship. Electronic delivery of quotations is preferred. If you provide a quote via any other method provide us with the date package was sent, commercial carrier, and tracking number so that we can ensure that your quotation is reviewed for consideration during the award process. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
