The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis for Quantity 3 Compact, Lightweight, Low cost electronically Scanned Phased Array radar Transmitters in accordance with FAR Part 12 and 13. This requirement is sole sourced to Brigham Young University, A-285 ASB, Provo, Utah 84602 due to Brigham Young University BYU has pioneered the use of low cost, commercially available components to create phased array radar. BYU successfully built a single 16 x 16 element tile for the Navy in phase one. This is a second phase to complete 3 additional tiles and integrate them together into a deliverable working prototype. Brigham Young University is the only organization that has successfully built a single 16 x 16 element tile to our specifications. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893619Q0169 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. All responsible sources may submit a quote, which shall be considered by the agency.
