This requirement is sole sourced to Luna Technologies, 3155 State Street, Blacksburg, VA 24060. The OdiSI 6108 is the only device that can and must maintain the same measurement strain (± 12,000 µ?) and temperature (-197 to 600 C) range regardless of the number of sensors connected. This system reads the sensor's continuous inherent Rayleigh Backscatter pattern, it has the highest number of distributed-readings per sensor at 76,900 gages per channel and 307,600 gages per system and will measusre 8 channels each with 50 meters of continuous sensing ability, providing up to 200m of total sensing length. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to donell.sims@navy.mil no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893619Q0101 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.
