Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on an other than full and open competition basis, an increase to the contract ceiling via a modification to contract N6893619D0035. The intended source is the current contractor under N6893619D0035, Computer System Center Incorporated (CSCI). The current contract and this modification were procured as a sole source contract based on FAR 6.302-1, Only One Responsible Source as CSCI is the sole developer and owner of the Advanced Requirements Characterization, Engineering and Representation (ARCHER) process. The current contract includes contract line item numbers (CLINs) including a Cost Plus Fixed Fee (CPFF) Labor CLIN, Cost ODC CLIN and a Firm Fixed Price (FFP) Data CLIN. This modification will increase the existing CLINs and is anticipated to cover the remaining Period of Performance. The scope of this contract is to provide concept development, requirements development, systems engineering, system architecture analysis, documentation, and data analysis relating to ARCHER as utilized by the F-35 Lightning II Offboard Mission Support (OMS) Integrated Product Team (IPT) in support of the OMS system redesign project, aka OMS Secure Architecture (OSCAR). The solicitation will be issued under the contract number N6893619D0035. Estimated award date is early September 2022. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 5 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Requests for the contract increase shall be submitted to the contracting office and reference contract number N6893619D0035.
