Any firm believing it can fulfill the requirement may submit a written capability statement via email for consideration within 5 days of the notice's publication. All responsible sources must have an active registration in the System for Award Management (SAM). Contractors must also be certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information.
