Commander, Commander, Navy Region Southeast has a recurring need to provide Port Operations Support Services for seven (7) Naval Installations throughout the Southeast Region. The services to be furnished under the contract include operation of various watercraft and boats, related maintenance services, port operations, and waterfront administration at the following locations: Naval Air Station (NAS) Pensacola, FL; Naval Support Activity (NSA) Panama City, FL; Naval Submarine Base (NSB) Kings Bay, GA; Naval Station (NAVSTA) Mayport, FL; Naval Ordnance Test Unit (NOTU) Port Canaveral, FL; Naval Air Station (NAS) Jacksonville, FL; and Naval Air Station (NAS) Key West, FL. The Contractor shall plan, schedule, coordinate and ensure effective completion of all services described in the Performance Work Statement. The services include maintenance and repairs of Government furnished boats, service craft, and waterfront equipment; oil spill response; industrial marine services; docking regular overhauls; ship movement and fleet liaison support services; berth day support; facility response team services; counter-terrorism support; barrier and gate services. Port Operations Support Services are vital to the Government due to the critical operational needs of the U. S. Navy and must be continued without interruption.

The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, FL intends to solicit a requirement for a Regional Port Operations Contract (RPOC) at the following Naval Stations: Naval Air Station (NAS) Pensacola FL, Naval Support Activity (NSA) Panama City FL, Naval Submarine Base (NSB) Kings Bay GA, Naval Station (NAVSTA) Mayport FL, Naval Ordnance Test Unit (NOTU) Port Canaveral FL, Naval Air Station (NAS) Jacksonville FL, and Naval Station (NAVSTA) Key West FL. This procurement will include the maintenance, operations, logistics support, vessel maintenance, vessel operation, equipment operation, regional maintenance services, repair, vessel modifications, dock master services, and oil spill response capabilities. It is currently anticipated that this procurement will result in a single source firm fixed price contract for a base period with four one-year options.
