NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Quote (RFQ) on or about 21 March 2023. The solicitation will be issued as a Unrestricted for Full and Open Competition. The period of performance will be from 01 September 2023 through 31 August 2024 with four one-year option periods. The FSC Code is 8010. The NAICS Code is 325510, with a size standard of 1,000 employees. The purpose of this acquisition is to provide MIL-SPEC paints from enamel, non-skid, paint thinner, critical coating Dura Plate High Solid Epoxy, Epoxy coating, Fast Clad and Anti-Corrosive Epoxy paint for ship structures at Trident Refit Facility, Naval Submarine Base, Kings Bay, GA. In addition to the requirement that supplied coating systems be on the Qualified Products List (QPL) and meet the MIL-SPEC, the Contractor shall provide a storage facility in the Jacksonville FL-St. Mary’s GA vicinity, where delivery can be accomplished within 24 hours of opt with space dedicated specifically to Trident Refit Facility (TRF) JIT coating system inventory. TRF JIT inventory must be maintained in a climate-controlled facility that must be clean, cool, and dry, and shall prevent the coatings from being exposed to freezing temperatures or direct sunlight. The ambient temperature of the paint storage facility shall be maintained between 65 and 85 degrees Fahrenheit. Any special storage requirements on the NAVSEA-approved ASTM F-718 paint data sheet, or, for those paints that do not require NAVSEA-approved F-718 data sheets, the Manufacturer’s data sheet, shall also be met. Contractor shall provide Certificate of Compliance (COC) and Material Conformance Test Data, of all coating systems to ensure compliance with the MIL-SPEC requirements and parameter values of the Manufacturer’s product data sheets (ASTM F-718) as required for the test, specified in Note 9 of Table 631-11-1 of NSTM Chapter 631. Copies of the NAVSEA-approved ASTM F718 data sheets are available from the National Surface Treatment Center (NST CENTER) website, HTTP://WWW.NSTCENTER.COM/. Deliveries shall be made to Trident Refit Facility, 990 USS Thomas Jefferson Drive, Kings Bay, Georgia 31547, unless otherwise requested. An original and three (3) copies of each invoice and any necessary supporting documentation, such as the required certificate of performance shall accompany the material at time of delivery. Receiving hours for this property shall be during regular business hours, which are Monday through Friday between the hours of 7:30 AM and 4:00 PM, except federal holidays. The Contractor is not required to provide services on federal holidays. The federal holidays are Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, New Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day and Labor Day. As part of its market research, Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ) is issuing this Sources Sought notice to determine if there exists an adequate number of qualified interested contractors capable of fulfilling this requirement as further described in the Draft PWS. The Government may use the responses to this notice for information and planning purposes. The Draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any Request for Quotations (RFQ). A Firm Fixed Price (FFP) requirements contract is anticipated. The anticipated period of performance for the base year is 01 September 2023 through 31 August 2024, plus four, one-year options. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than five (5) pages in length. Responses must use twelve point Times New Roman font. In your response provide a brief description of the capability, resources, technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Draft PWS will not be considered sufficient to demonstrate the capabilities of an interested party. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address; 2) unique entity ID, business size and classification; and 3) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references).
