NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Quote (RFQ) on or about 27 January 2022. The solicitation will be issued as a 100% set-aside for small business. The purpose of this acquisition is to provide NAVSUP FLCJ Joint Personal Property Shipping Office (JPPSO)-Southeast 500 unassembled commercial Overseas Type II Shipping Containers for Department of Defense (DoD) household goods shipments in support of base operations in Guantanamo Bay, Cuba (GITMO). The Government will deliver (5) 40’ Shipping Freight Containers to the vendor’s facility, which the vendor will use to on-load the (500) Overseas Type II Container kits. The Government will provide follow-on movement to Blount Island terminal. See attached Description of Requirement for further information. The solicitation will be available on or about 27 January 2022 for download on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and SAM.gov website at https://beta.sam.gov/. The RFQ will include instructions for preparation of quotes, the description of requirement, and evaluation criteria. It is the responsibility of interested parties to register with NECO and/or SAM.gov to download the synopsis, solicitation, and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates. No paper copies of the RFQ, attachments, or amendments will be provided. No solicitation mailing list will be issued. SAM registration is mandatory. The SAM website is the official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), Online Representations and Certifications (ORCA), the Excluded Parties List System (EPLS), and Federal Business Opportunities (FedBizOps). Only e-mail requests for clarification to the contract specialists are acceptable. No phone call communications or personal office visits with FLCJ or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation, and award process.
