NAVSUP Fleet Logistics Center Jacksonville, Florida requires Household Goods Shipment Services in support of Joint Personal Property Shipping Office Southeast (JPPSO-SE) for the Meridian, MS area with Direct Procurement Method (DPM) to cover Department of Defense (DoD) personnel who are transferring on PCS/TDY/TAD, retirement, separation or housing orders. The DoD pays for household goods shipments and other moving expenses so it can deploy its personnel where needed to minimize adverse financial effects upon individual employees. The base period of performance commencing on or about 01 February 2022 will be for 12 months with four (4) one-year option periods. ESTIMATED QUANTITIES are listed on the Bid Schedule of the attached SF1449. The FSC Code is V003. The NAICS Code is 484210, with a size standard of $30M. Work is divided into 3 Schedules - outbound, inbound, and intra city. Quoters will be required to provide separate pricing for each schedule. The contract will be awarded to one responsible Contractor. Each schedule has specific roles and responsibilities in accordance with Defense Transportation Regulation (DTR) – Part IV, personal property. In general, the Contractor will be responsible to furnish all personnel, equipment, facilities, supplies, services, and materials for the preparation of personal property of DoD personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The attached RFQ includes instructions for preparation of quotes, the Performance Work Statement, and Evaluation criteria. Please review all attachments. It is the responsibility of interested parties to register with NECO and/or SAM.gov to download the solicitation, and subsequent amendments and all attachments. Quoters are encouraged to review the referenced websites frequently for updates. No paper copies of the RFQ, attachments, or amendments will be provided. No solicitation mailing list will be issued. SAM registration is mandatory. The SAM website is the official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), Online Representations and Certifications (ORCA), the Excluded Parties List System (EPLS), and Federal Business Opportunities (FedBizOps). Only e-mail requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with FLCJ or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation, and award process.
