The proposed action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. The purpose of this acquisition is to provide NAVSUP FLCJ Joint Personal Property Shipping Office (JPPSO)-Southeast with Direct Procurement Method (DPM) Household Goods Shipment Services to cover Department of Defense (DoD) personnel who are transferring on PCS/TDY/TAD, retirement, separation or housing orders. The DoD pays for household goods shipments and other moving expenses so it can deploy its personnel where needed to minimize adverse financial effects upon individual employees. The Contractor shall provide all personnel, equipment, facilities, supplies, services, and materials for the preparation of personal property of DoD personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM).
