NOTICE OF INTENT TO ISSUE A HUBZONE SOLE SOURCE NAVSUP Fleet Logistics Center Jacksonville, Florida intends to award a HUBZone small business sole source award utilizing Simplified Acquisitions Procedures, Small Business Programs, to RAS Enterprises LLC (3QDR3) for a reoccurring requirement for the deliveries of bulk medical grade helium (HE), carbon dioxide (CO2) and the rental of a 2,000-liter CO2 micro-bulk storage tank with a telemetry unit. Delivery of these gases support the dive training and evaluation of more than 1,200 joint service students annually. This HUBZone small business sole source acquisition meets the conditions under U.S.C 657(a), as implemented by FAR 6.302-5(b)(5)-Authorized or required by statute, FAR 19.203-Relationship among small business programs, FAR 19.1306-HUBZone sole source awards, and FAR 8.5-Acquisition of Helium. This is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact patricia.a.martinez2@navy.mil. SEE ATTACHED COMBINED SYNOPSIS/SOLICITATION Offers from other than HUBZone small business concerns will be considered. Interested parties may identify their interest and submit product information in response to this notice via email to patricia.a.martinez2@navy.mil. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct set aside acquisition for a competitive restricted HUBZone small business concerns procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by May 14, 2021 at 4:00p.m. E.S.T., the contract will be solicited without further notice. It is anticipated that any resulting solicitation will be for another HUBZone small business concern. This is a Firm-Fixed Price (FFP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) with a Product Service Code (PSC) 6835 and a NAICS of 325120 with a size of 1,000 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received after publication of this notice, to the effect that comparable to these supplies and services are available, and that it is more advantageous to the Government that obtaining these supplies and services through HUBZone small business sole source contract, than a HUBZone small business sole source acquisition will be made.
