The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Jacksonville Florida Gulfport Office is soliciting quotes of companies to provide F/A-18 Steering Collar Thin Dense Chrome Repair for Fleet Readiness Center South-East (FRCSE) in accordance with the attached Performance Work Statement (PWS). The basis for award is best value which means the expected outcome of the acquisition will result in a selection from the technically acceptable proposal, satisfactory past performance, with the lowest evaluated price. See criteria for evaluation in addendum to FAR 52.212-2. INSPECTON AND ACCEPTANCE TERMS: All items will be inspected by requiring offices technical representative at accepted at destination. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications from members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform service under a contract. The type of solicitation and contract to be issued will depend upon the responses to this sources sought synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Only vendors with an active NAICS 332813 or the ability to obtain this NAICS by time of offer, should respond to this sources sought. The Fleet Readiness Center Southeast (FRCSE) is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. This synopsis summarizes the requirements for a contractor to provide all labor, supervision, equipment, tools, and any other items necessary to perform the services to replace the Hard Thin Dense Chrome on Steering Collar; PN# 74A430611-2007 for an F/A-18 Steering Collar Thin Dense Chrome Repair Contract as per the references identified in Section 4.0, which include but are not limited to; Application of Chrome, Stress Relief/Embrittlement testing and Penetrant inspection. Shipping charges shall be included in the price to perform repair services and shall not be billed separately. The Steering Collar Assembly; PN 74A430611-2007 is reworked at FRCSE, however, FRCSE does not have the capability to apply Thin Dense Chrome per Aerospace Material Specification (AMS) 2438. Therefore, FRCSE requires outside assistance to perform this specific procedure to facilitate the follow on repairs, and return the Steering Collar to a Ready For Issue (RFI) condition. This process is common within the aircraft industry for similar parts used with Aircraft Landing Gear systems. This part is a critical Safety Item. The performance work statement (PWS) defines the services required by the FRCSE. The contractor shall refer to and perform repair in accordance with Applicable Documents identified in Section 5.0 of PWS (1)- Apply Hard Thin Dense Chrome 5.0 (a,b,d); (2)- Hydrogen Embrittlement Relief Bake 5.0 (e); (3)- Perform Penetrant Inspection of applied Thin Dense Chrome plate 5.0 (f). (4)- Following the Thin Dense Chrome application and requirements specified by Applicable documents Para. 5.0, the contractor shall package and return ship the repaired Steering Collar back to the FRCSE location specified. The Government required delivery/completion of repair from receipt of Steering Collar is forty-five (45) business days.
