Commander, Navy Installations Command (CNIC), has established three options for Long-Term (Recurring) Contractors/Vendors for access onto Navy Installations. • The Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at the vendors own cost through a designated independent contractor NCACS service provider. Credentials will be issued every 5 years and access privileges will be reviewed and renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid to obtain long term NCACS credentials will not be approved as a direct cost of this contract. Further information regarding NCACS can be found under Popular Links on the CNIC Headquarters public website at http://cnic.navy.mil/CNIC_HQ_Site/index.htm. • The Defense Biometric Identification System (DBIDS), a locally produced and issued access credential that only grants access to the Navy Installation that issues it. If the vendor chooses, this option for obtaining long-term credentials, it requires official sponsorship (proof of need to have access), background vetting, screening, ID Proofing and issuance of credentials. These credentials will be scanned at Installation Entry Control Points (ECP) for electronic validation. Credentials will be issued every 3 years and access privileges will be reviewed and renewed on an annual basis, or the Sponsor can terminate the Access privileges when the Contractor/Vendor has completed their project. There is no cost to the Contractor/Vendor with this option. • Visiting contractors/vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/background check. These passes are issued at the Commercial Vehicle Gate daily Monday through Friday except Holidays 0700 - 1300. There is no cost to the Contractor/Vendor with this option. 6. The contractor shall provide training certificates of service technicians for the purpose of verifying their level of Lenel training and certification. At a minimum one technician present shall be Lenel Access Professional certified, all others will require OnGuard Associate. All technicians working on the Lenel server and clients should be Security Plus Certified and should be Microsoft server certified. NASKW ESS consists of the following integrated subsystems: • Intrusion Detection System (Lenel). • Access Control (Lenel). • Video Surveillance and Recording. • Power and Communication Infrastructure. 8.1. The contractor shall perform a logistic and life cycle support activities for NASKW ESS and associated alarm points. Summary of activities to perform include: Task 8.2 Corrective/Remedial Maintenance. Task 8.3 Emergency Maintenance. Task 8.4 Preventive Maintenance. Task 8.5 Configuration Audits. Task 8.6 On-Site Support. Task 8.7 Inventory Management. 8.1.1. Contractor shall follow the Priority requirements below: Priority-1 Emergency Maintenance - The contractor shall contact NASKW within two (2) hours from notification of an emergency service request/call. A service request/call shall not exceed twenty four (24) hours for completion from submission date and time on the service request/call. Priority-2 Corrective Maintenance - The contractor shall contact NASKW within twenty four (24) hours acknowledging the need for corrective action. A mutually agreed resolution between the government and contractor must be satisfied if the work order cannot wait until the next day. Priority-3 Preventative Maintenance – shall be completed by the scheduled completion date on the preventative maintenance plan and service request/call. When a preventative maintenance action cannot be met by the original completion date, the field technician shall update the preventative maintenance plan and the service request to reflect the plan of action with notification to NASKW. 8.1.2. The contractor shall provide 24/7 Customer Support for Emergency and Non-Emergency maintenance service request/calls. 8.1.3. The contractor shall provide four (4) scheduled visits and three (3) emergency visits. 8.1.4. The government will provide a copy of all existing technical documentation and drawings. Where technical drawings are not available to the contractor, the contractor shall contact the manufacturer or vendor to obtain an electronic version and provide a copy to the Government. 8.1.5. The contractor shall provide one (1) copy of existing site drawings. Although drawings are unclassified, drawings are not for distribution without the written approval of the System Owner. The contractor shall account for all drawings created or copied. The contractor shall destroy all drawings no longer accurate in the presence of the Government. 8.1.6. The contractor shall provide a quarterly status report to customer by the fifth business day of the month following a site visit. The quarterly status report shall summarize the following: • List/summary of installed parts and/or material utilized, with unit prices, date and name of price list used. • Labor categories involved, labor rates and number of hours by labor category. • Travel expenses per visit (Rental Car, Lodging, Per Diem, if using POV provide receipts for gasoline. • Total dollars expended during current reporting period. • Summary of Preventive Maintenance activities. • Summary of Configuration Audits activities. • Summary of equipment and material disposed of. • Summary of on-site support activities. 8.2. Corrective/Remedial Maintenance: The contractor shall perform corrective remedial maintenance. Corrective or remedial maintenance refers to a non-emergency activity. The contractor shall accomplish corrective or remedial maintenance during normal working hours only from 7:00 AM to 4:00 PM EST. The Government will assign a priority to each service request/call. 8.3. Emergency Maintenance: Emergency maintenance is any activity that requires immediate action specified by NASKW. The contractor shall respond to requests for emergency maintenance as described in Priority 1 of Section 8.1.1 of this document. 8.4. Preventive Maintenance: 8.4.1. A preventive maintenance action is a test to ensure every integrated component works according to the manufacturer’s specifications. Contractor shall verify the most current release, patch, and security update is installed to existing operating system during maintenance visits. Install updates as required. 8.4.2. This Maintenance Agreement shall be consistent with the Contractor’s Preventative Maintenance Agreement. This Maintenance Agreement consists of the following: • Four (4) maintenance visits/Three (3) emergency visits identified in Section 8.1.3. • Travel Expenses identified in Section 8.1.6. • The contractor shall provide a complete check-off list, detailing results of the inspection and recommendation for corrective measures annotated. Corrective measures are not included in the cost. • If during the service request/call the service technician/representative determines the maintenance required exceeds the agreement price, he/she shall not repair the equipment. The service technician/representative shall inform the System Owner as to the nature of the repair, the reason to the repair is not covered under this maintenance agreement and the anticipated cost. Maintenance outside of this agreement will be contracted on a separate purchase order. 8.4.3. The Government may amend the Maintenance Agreement to include like/similar equipment during the period of performance of this contract. The equipment shall be covered at the contracted price per service request/call. The Government reserves the right to modify the configuration of any covered equipment. The contractor shall perform a configuration audit in parallel with preventative maintenance. 8.5. Configuration Audits: A configuration audit is an inventory of hardware, software, drawings and technical documentation and is a function of configuration management. The contractor shall perform a configuration audit in parallel with Preventive Maintenance. 8.5.1. The contractor shall validate and maintain the inventory of system hardware on its data base. 8.5.2. The contractor shall validate and maintain an inventory of all system software, license information, versions, system and security patches on a data base and provides that information to the customer during its performance or install. 8.5.3. The contractor shall review and validate technical drawings as part of the configuration audit. The contractor shall provide redline drawings to indicate the actual configuration of the system, subsystem, equipment, device, or component. 8.5.4. The contractor shall validate the existence of technical manuals as part of Preventive Maintenance. 8.5.5. The contractor shall summarize actions taken to validate and update drawings and technical documentation as part of the contractor’s quarterly status report to the government. The quarterly status report is due the fifth business day following a site visit. 8.6. On-Site Support: On-site support covers those activities not considered life cycle support or maintenance. An example of an on-site support work order would be a request to add one card reader to an existing facility. Another example would be a request to remove hardware associated with an access point to allow the site to repair or replace the door and then reinstall the hardware. 8.6.1. The contractor shall obtain site approval of the plan and equipment and materials cost estimate before beginning any on-site support activity. NASKW will evaluate the cost estimate considering the use of on-site spares before considering new purchases. 8.6.2. The contractor shall redline existing drawings showing planned changes before commencing any work. The contractor shall update as-built drawings thirty days before the completion date of this delivery order. 8.6.3. The contractor shall include in the quarterly status report a summary of accomplished site support activities. Quarterly status report is due the fifth business day following a site visit. 9. Government Furnished Information: The Government shall provide a list of contacts to approve for accessibility to restricted areas, or permissions to perform life cycle support activities that may affect the day-to-day operations of the facility. All request and authorizations shall be in writing, preferably email and summarized in the quarterly report. 10. Government Furnished Equipment: Any expenditures outside of the $5,000.00 equipment and parts pool identified in section 12.5, will be approved by the system owner for funding. 11. Contractor Acquired Material: 11.1. The contractor shall use pre-existing software and updated versions when available. 11.2. The contractor shall provide supervision, labor, tools, equipment and material necessary to maintain existing NASKW ESS IAW the contract. For Firm-Fixed Price Contracts; General and Administrative cost is a onetime cost inclusive in the quarterly unit price and shall not exceed 10%. The contractor shall not invoice General and Administrative cost as a separate line item since it is included in the quarterly unit price. The Government reserves the right for a detailed cost breakdown of the quarterly unit price for services provided under this contract; identifying all pricing elements included in the quarterly unit price. 11.3. The contractor shall be responsible for disposing of materials that is not repairable or reusable appropriately. The contractor shall dispose of materials that the government considers hazardous, such as batteries, according to law and site guidelines. The contractor shall include in the quarterly status report a summary of materials disposed. 11.4. The contractor shall be responsible for the purchase of new or replacement materials. 12. Contractor Acquired Equipment/Material: 12.1. The contractor shall be responsible for obtaining all equipment required to complete a service request/call. 12.2. The contractor shall be responsible for disposing of equipment that is not repairable or reusable appropriately. The contractor shall dispose of equipment according to law and site guidelines. 12.3. The contractor shall be responsible for the purchase of all new or replacement equipment. 12.4. The contractor shall include in the quarterly status report a summary of equipment disposed. 12.5. The contractor shall include a $5,000.00 equipment fee for repair/replacement parts in order to minimize down time of system. The contractor will receive permission from the KO prior to any parts and materials purchases. These funds will be recouped by the government if not used. Detailed price quotes and receipts will be provided for parts/equipment. 13. Travel Requirements: The contractor shall adhere to The Joint Federal Travel Regulations, USC, Title 37 and 10. The contractor shall use local resources where economically feasible to reduce travel costs and per diem. The contractor shall separately itemize travel costs in their cost estimate. 13.1. The contractor shall base travel requirements on four (4) maintenance visits and three (3) emergency visits, consisting of four days on site to include one (1) day of travel per visit. Each visit will consist of two fully trained and security vetted technicians. The contractor shall maintain one additional technician as an alternate in the event of illness, vacation, etc. of the primary technician. 13.2. Full per diem for meals and incidental is authorized. 14. Transportation of Equipment/Material: 14.1. The contractor shall be responsible for the shipping/delivery of all contractor purchased equipment and material. 14.2. The contractor shall be responsible for the pickup, shipping, and return of all equipment that is repairable or under warranty. 14.3. Shipping is considered cost and the contractor shall not exceed $200.00 without prior permission from the KO for shipment of parts and materials. 15. Subcontracting Requirements: Subcontracting is not authorized without prior approval from the Government NASKW. 17. Test and Acceptance: Contractor maintenance conducted on NASKW shall be subjected to test and acceptance by NASKW. 18. Other Conditions and Requirements: 18.1. The contractor shall obtain prior approval from the Government NASKW before working outside normal working hours and days. 18.2. This is a Firm-Fixed Priced contract. 18.3 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS) The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications. In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state drivers license. Vetting occurs when the individuals background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY; (5) S, Utilities ONLY; (6) V, Freight and Shipping ONLY. The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
