General: This is a non-personnel services contract to provide Simulation training for the Littoral Combat Ship (LCS) Platforms. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Simulation training for the Littoral Combat Ship (LCS) Platform as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract. Background: The training company, Maritime Simulation and Resource Center (MSRC), has a Freedom Class LCS training program and is staffed by working marine pilots. MSRC is the only civilian entity approved to train the Royal Canadian Navy and has provided this course of instruction to several Freedom Class LCS prior to sailing through the Great Lakes and St Lawrence Seaway. Objectives: This Performance Work Statement (PWS) covers training services to the Littoral Combat Ship (LCS) Platform for maneuvering through canals, locks, and rivers in the Great Lakes as well as the Welland Canal and St Lawrence Seaway. The scope of this PWS includes training to support the safe handling of Littoral Combat Ships in rivers and restricted waters. It also provides introductory training on integration with Canadian pilots of the St Lawrence Seaway. Scope: The training consists of LCS tailored 4-days of simulator training and shall focus efforts on the safe maneuvering of the LCS through river waters, which are unfamiliar to the crew. The training will also provide simulator training on how LCS should approach and make up to a lock with both one and two tugs. LCS transit 15 locks from Lake Michigan to the Atlantic Ocean. Additionally, pier work will be accomplished with varying river currents to simulate mooring and getting underway in a river port, like Quebec City. Period of Performance: The period of performance shall be for one from XXXXX, 2022 to XXXXX, 2022. Place of Performance: Quebec City, QC Type of Contract: The government will award a Firm-Fixed-Price contract. Specific Tasks Basic Services: The contractor shall provide services for Simulation training of a Littoral Combat Ship (LCS) Platforms.
