The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Forum Communication International for Alert III Emergency System. Forum Communication International is the only source that can provide this requirement because they are the Original Equipment Manufacturer (OEM) for the Alert III Emergency System and all its replacement parts. As the OEM, Forum Communication International owns all proprietary rights to the engineering data and detailed product drawings to their equipment and software for the Alert III CrashNet System. Forum Communication International does not have any distributors that sell the Alert III Emergency System or its parts. If the Alert III Emergency System is altered by using unauthorized parts, Forum Communication International can no longer guarantee the functionality or that the Alert III Emergency System will meet Navy specification. Forum Communications Alert III Emergency Conference System receives approval for listing on the Department of Defense Information Network (DoDIN) approved product list. Without the OEM for the Alert III Emergency System, no other Emergency Conference System are compatible with the Forum Communication System Tracking Program; they must be Forum Communication to ensure compatibility and inter-operability. In order to meet consistency, cost efficiency, the Government needs to purchase this Alert III CrashNet System to match existing supporting equipment currently use. This requirement is for the replacement of the existing CrashNet System. No other company can satisfy the governments need to replace the Alert III Emergency Conference System due to Forum Communication is proprietary equipment. 911-616 - Alert III Emergency Conference System, 16 ports 911-158 - Phone, Emergency, w/o keypad, w msg indicator and push-to-talk button 911-125 - User Interface Combo-Touchscreen and Module 911-145 - Call Recorder (Alert - single line) 911-270 - ILM Relay Module for Fire; doors / lights 911-271 - ILM PA Interface for Fire Station 911-133 - Alert Rack Mount UPS 911-031 - Bourns Protection Block, 24 ports; Includes Modules 911-702 - Alert III Spare Quad carrier board (16 port) 911-912 - Alert Installation/Training (3-5 days, On Site, Scheduled in Advance) 911-903 - Alert Annual Remote Support Agreement, Total 4 years Support. Forum will perform remote diagnostics and cover advance replacement, if required. The applicable North American Industrial Classification System Code (NAICS) code that these items fall under is 811213 Communication Equipment Repair and Maintenance, with a size standard of $12.0 Mil. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within Two (2) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
