This is not a Request for Proposal, Request for Quote or Invitation for Bid. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The Navy will not be responsible for any cost incurred by interested parties in responding to this request. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this sources sought notice is to survey prospective vendors in order to determine the availability of vendors capable of providing support for at least forty (40) Navy Legacy Flight airshows, open house and other events for the Navy and Marine Corps. The Contractor shall provide vintage aircraft and pilots that will train and safely fly in formation at public airshows and open house events that benefit Department of the Navy (DoN) outreach programs. The Navy Legacy Flight Foundation is a 501(c)(3) and is currently providing these support services through donations. However, donations have decreased and they can no longer sustain support for these events. CNATRA intends to use this requirement to assist in defraying costs since these events help benefit the Navy and Marine Corps in regards to recruiting. Additional detailed information is provided on the attached draft Performance Work Statement (PWS). This sources sought is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Quote. Interested parties are requested to submit a capabilities statements. Capability statements shall include the following information: 1) Company name, address, POC name, phone number, fax number and email 2) Contractor (CAGE Code) 3) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), HubZone, Woman-owned and/or Veteran-owned. Note: The potential North American Industrial Classification System Code (NAICS) Code is 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities, with a Small Business Size of $15 Million. 4) In your response provide a brief description of the capability, resources, technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Draft PWS will not be considered sufficient to demonstrate the capabilities of an interested party.
