The Naval Air Systems Command (NAVAIR), on the behalf of the Commander, Fleet Readiness Center (COMFRC), intends to issue a firm fixed price (FFP) FAR Part 15 commercial service for a Tube Bender Control Upgrade, in support of Fleet Readiness Center- East (FRCSW) on a sole source basis with AddEaton by Numalliance, Lebanon, OH. The place of performance will be in San Diego, CA. This action is being awarded on a sole source basis, to AddEaton by Numalliance, 1637 Kingsview Drive, Lebanon, OH 45036, per 10 U.S.C. 3204(a)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”, as implemented by FAR 6.302?1. AddEaton by Numalliance. is the OEM and has property rights for the software used on the Tube Bender and is the only source with the requisite knowledge, experience and technical expertise on this equipment.
