The Government’s milestone schedule for this requirement is as follows: Proposals due: October 25, 2022 Estimated Contract Award: November 4, 2022 Contract Period of Performance: January 03, 2023 Due to a time constraint, quotes are due at the date and time as mentioned in the solicitation and this announcement. The Government would like the classes to start on time in January 2023. The purpose of this solicitation notice is to provide information on an Apprenticeship Academic Training requirement in support of Fleet Readiness Center Southeast (FRCSE). FRCSE requires the apprenticeship academic training services of a regionally or nationally accredited educational institution that is recognized by the U.S. Department of Education to deliver post-secondary education programs for an accredited Apprenticeship Program for civilians and veterans. The apprenticeship training will culminate in the award of the Engineering Technology Support Specialist Certificate for apprentices who successfully complete the program. To achieve this objective, Apprentices will receive academic training provided by a local college, with a maximum commute of 25 miles driving distance from Naval Air Station (NAS) Jacksonville, which is located in Florida. The Government intends to competitively award a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for Firm-Fixed Price (FFP) CLINs for various enrollment fees, tuitions, books, and materials. This contract will cover a five (5) year period of performance to include two academic semesters per year. The award of the contract will be from COMFRC Procurement Group (UIC N68520). Again, due to a time constraint, the Government has shorten the solicitation period. Offerors are strongly encouraged to submit their quotes as soon as possible before the due date and time. Therefore, the Government will award shortly after quotes are due. The Government would like to give the winning Offeror as much time as possible to prepare for the 1st classes in January 2023. By submitting a quote, Offerors agree they can start and execute the contract on time. If necessary, Offerors are to bid accordingly to meet the start date. Eligibility The Government anticipates this procurement will be solicited as unrestricted under North American Industrial Classification System (NAICS) Code 61151, Apprenticeship Training and Product Service Code (PSC) U006, Education/Training-Vocational/Technical. Questions/Comments Vendors shall submit all questions/comments via e-mail no later than 2:00 p.m., Eastern Time, on Thursday, 13 October 2022. All questions must be sent to suquon.d.combs.mil@us.navy.mil with “FRCSE Apprenticeship Training RFP Feedback” in the subject line. Acknowledgement of receipt of questions will not be made. Responses to questions will be provide as an update to this announcement via this website. Qoute Submittal: Upon issuance, RFP N6852023Q0001 will state the quote submission guidelines. Offerors will be required to submit quotes via the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. No other submissions, such as mail, hand-carried, proprietary, or other electronic system (e.g., DOD SAFE) will be evaluated. In the event of a PIEE system outage preventing the Offeror from submitting a timely proposal, please send all volumes to CDR Suquon Combs, suquon.d.combs.mil@us.navy.mil . All quotes received after the exact time specified for receipt shall be treated as late submissions. It is imperative to allow time for the DoD PIEE Registration process in order to submit timely proposals. It is the Offeror’s responsibility to follow the registration instructions found on the PIEE website. It is advised that the Offeror ensure that proper company points of contact are registered in the site based on the CAGE codes and have the proper roles assigned PRIOR to the Apprenticeship proposal closing date.
