Notice of Intent to Sole Source: The COMFRC (Fleet Readiness Center) Jacksonville, FL intends to issue a sole source award utilizing Simplified Acquisition Procedures FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name orindustrial mobilization) to Illinois Tool Works, Inc. Doing Business As (DBA) Instron for preventative maintenance and calibration of mechanical and hardness testing machines. The contractor shall provide all engineering, labor, supervision, materials, tools, and other items necessary to inspect, adjust, lubricate,calibrate and verify performance of mechanical and hardness testing machines in accordance with (IAW)the applicable American Society for Testing and Materials (ASTM) standards, Instron maintenance plan, and Hardness Tester User Manuals. The contractor shall inspect, adjust, lubricate, calibrate and verify performance of Instron Model 55R1128 (S/N: 8032) and Instron Model 55R450E (S/N: 2249) mechanical testers. Illinois Tool Works, Inc. DBA Instron is the Original Equipment Manufacturer (OEM) of the Machinery to be serviced and they have no authorized dealers. Instron is the sole manufacturer of mechanical testing instruments, accessories and soft ware under the Instron name. The applicable North American Industrial Classification System Code (NAICS) that work falls under is 811219 Other Electronic and Precision Equipment Repair and Maintenance with a standard size standard of 22.0 (millions of dollars) and Large Business. This is a notice of intent for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with a clear and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within two(2) calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made.
