The Command Fleet Readiness Center Procurement Group (COMFRC PG). intends to procure, on an other than full and open competition basis from Sikorsky Aircraft Corp. (cage 78286) , 6900 Main St. Stratford, CT, a five year Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity Task Order Contract with an estimated level of effort of 32,400 hours per year or a total of 162,000 hours for the five-year period in order to provide Contractor Engineering Technical Services (CETS) and Contractor Field Services (CFS) at various Fleet shore activities for the purpose of informing, instructing, and training Navy, Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance to include technical guidance and advice to resolve unusually complex technical problems. CFS technical expertise is categorized by Aviation Core Disciplines. This acquisition is for Contractor Field Services Services-Prime (CFSP) type of Engineering Technical Services (ETS) in support of the H-53 and H-60 helicopters, Avionics, Airframe, and Electrical systems and associated support equipment. The Government intends to negotiate solely with Sikorsky Aircraft Corp. (cage 78286) per FAR 6.302-1, Only One Responsible Source, as no other source of supplies will satisfy agency requirements. Sikorsky Support Services, Inc. is the OEM, prime H- 53 and H-60 helicopter manufacturer, and the only available source with the requisite data and specific technical support personnel knowledgeable of this equipment. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing these services may submit a written response by May 17, 2022, which shall be considered by the agency. The written response shall reference solicitation number N68520-22-R-0015 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
