Pre-Solicitation posting related to the 01 December 2020 Sources Sought RFI N68520-21-R-TSS. The Fleet Readiness Center (FRC) hereby gives notice of their intent to negotiate a Firm Fixed Price modification, in accordance with FAR Part 15 and FAR Clause 52.243-1 “Changes – Fixed Price” under contract N00421-19-C-0013. The contract is for transportation support services (TSS) and was competitively awarded to Tech Systems, Inc. 6361 Walker Ln Suite 120, Alexandria VA, 22310-3280 and has a performance period that runs through to March 2024. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Tech Systems, Inc. is the only one source capable of fulfilling the agency’s immediate requirement without unacceptable delays. This contract modification will add additional TSS in support of FRC-East at Marine Corps Air Station (MCAS) Cherry Point, Havelock, NC to include Delivery/Tractor Trailer Services, 10/10 Preservation Oil Services, and Special Transportation Services to a newly leased Global Transpark (GTP) satellite site in Kinston, NC beginning on 01 February 2021. The Kinston GTP is located approximately 60 miles west of Cherry Point, NC. The new site is required due to increasing hangar workload and space requirements at FRCE on MCAS Cherry Point. Transportation Support Services (TSS) PSC: V129 Transportation/ Travel/ Relocation- Transportation: Other NAICS: 561210- Facilities Support Services The Fleet Readiness Center (FRC) East at Marine Corps Air Station (MCAS) Cherry Point, Havelock, NC hereby gives notice of their intent to negotiate a Firm Fixed Price modification, in accordance with FAR Clause 52.243-1 “Changes – Fixed Price” under contract N00421-19-C-0013. The contract was competitively awarded to Tech Systems, Inc. 6361 Walker Ln Suite 120, Alexandria VA, 22310-3280 and has a performance period that runs through to March 2024. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Tech Systems, Inc. is the only one source capable of fulfilling the agency’s requirements without unacceptable delays. The within scope requirement to be negotiated is to extend transportation services to and from a new facility being leased by FRCE in support of operations performed at MCAS Cherry Point. The new facility location is at the Global Trans Park (GTP) in Kinston, NC. The contractor is already required to provide all personnel, equipment, materials, supervision, management, and any other resources necessary to fulfill the FRCE transportation requirements at MCAS Cherry Point. The expanded transportation support shall include limited single daily requests per service support during normal first shift hours Monday through Friday. Services shall be provided to and from MCAS Cherry Point, NC to GTP leased facilities. This requirement is restricted to the following services: Delivery/Tractor Trailer Services, 10/10 Preservation Oil Services, and Special Transportation Services. The anticipated award is required in January 2021. THIS SOURCES SOUGHT NOTICE IS REQUIRED BY DFARS PGI 206.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; HOWEVER REQUIRED FOR MARKET RESEARCH PURPOSES. Capable and responsible sources who are aligned to interface with the existing support contractor on an Associate Contractor basis may submit a capability statement within fifteen (15) calendar days after the date of the publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement without impacting the existing requirement or inducing unacceptable delays. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
