This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All amendments to the solicitation will be obtainable via this notice. The Government intends to solicit, negotiate and award a Firm Fixed Price (FFP) Purchase Order for this requirement on a sole source basis to Teledyne Instruments Inc., Mason OH, under the authority of FAR Part 12 and Part 13. This solicitation, N6852024Q0022,is issued as a Request for Quotation (RFQ) for maintenance support for the Teledyne Total Organic Carbon (TOC) Analyzer, Lotix serial number US15169009. The Teledyne TOC Analyzer provides analytical support to the Fleet and the Fleet Readiness Center Southeast (FRCSE) Jacksonville (JAX) via Engineering Investigations, First Articles, Mishap Investigations, Flight Critical Manufacturing and Failure Analyses. Please refer to the attached RFQ, Statement of Work (SOW) and the additional details below for additional information regarding the requirements of this effort. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. A SF18 form will be utilized to generate the final purchase order and applicable clauses from the Standard Procurement System. This sole source requirement is not eligible for a small business set-aside. The applicable NAICS Code is 811210 with a size standard of $34 million. The resultant purchase order is anticipated to encompass a (5) year period of performance, with a (12) month base period, and four (12) month options. All offerors may submit a quote which will be considered by the agency. Quotes shall be submitted via email to emily.d.schelling.civ@us.navy.mil no later than 4:00PM Eastern Standard Time on March 20, 2024. All responsible offerors must submit with its offer the representations required in paragraph (C) of FAR provision 52.212-3 ALT I and paragraphs (b) and (c) of FAR provision 52.223-22. At time of quotation submission, please submit any historical data and published pricing. Notice to Offerors/Suppliers: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This solicitation should not be interpreted as a contract, promise to contract, or a commitment on the part of the Government, and does not change the terms or conditions nor price of any Government contracts. In the event that a purchase order is not awarded for this requirement, the Government is under no obligation to reimburse an offeror for any costs incurred in anticipation of this award. Solicitation closing date/time is firm; quotations received after the deadline will not be considered. A quote will only be evaluated based on the information provided. A determination not to accept a quotation for not meeting the minimum requirement is solely within the discretion of the Government. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract. If not previously registered, registration can be accomplished electronically at http://www.sam.gov/vendor.cfm. The Government will not pay for any information received.
