Solicitation N68520-24-Q-0019 is issued as a combined synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed contract on sole source basis with Intellicad Tech. Consortium, under the authority of FAR Part 12, FAR Part 13. NAVAIR Standard Interactive Electronic Technical Manual (IETM) Viewer (NSIV) Program requires ItelliCAD Software License and Maintenance Support. It is required that Program Executive Office Aviation Common Systems and Commercial Services (PEO(CS)) Logistics (Log) Information Technology (IT) Digital Group have the ability to integrate IntelliCAD into the government owned Vector Graphic Management Tool (VGMT) and distribute it to all NSIV stakeholders for the purpose of editing existing .svg graphics and the creation of new .svg graphics. Offerors must be registered in the System for Award Management (https://www.sam.gov/sam/) database prior to submission of an offer to be considered for award of any DoD contract. See attached Statement of Work (SOW) in RFQ. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 10:00am on 11 March 2024. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will be considered for determining whether to conduct a competitive procurement. The Government will not pay for any information received.
