THIS IS NOT A REQUEST FOR PROPOSAL Attached is the DRAFT solicitation N68520-24-R-0020 for Program Executive Office Manpower, Logistics, and Business Solutions (PEO MLB) requirement for Logistics IT Integration and Support (LIIS) Capability Modernization, Deployment, and Support (CMDS) Services. This requirement will provide continuous CMDS of Naval Maintenance, Repair and Overhaul (N-MRO), Naval Supply Chain Management (N-SCM), Naval Product Lifecycle Management (N-PLM), Logistics Integrated Data Environment (L-IDE) and Integration and Infrastructure (I&I) capability solutions. In an effort to ensure the requirements/instructions in the solicitation are clear and concise, the Government is providing the opportunity for industry to submit questions, feedback or comments related to the DRAFT solicitation. Industry feedback is requested by 12:00 Noon EST on Wednesday 11 September 2024. Submissions will be accepted as email attachments only. Please use the attached excel RFP Question Submittal Form and submit all questions via email to courtney.e.dagenhart.civ@us.navy.mil and Meghan.e.huett.civ@us.navy.mil with “LIIS CMDS MAC DRAFT RFP Feedback” in the subject line. The Government is preparing to issue the formal solicitation approximately the 1st Quarter of FY25 and contract award is anticipated the 2nd Quarter of FY25. Please note these are estimated dates and are subject to change. When the formal solicitation is posted, offerors shall submit proposals to the Solicitation Module in PIEE by the date and time specified, as directed in Section L. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSIONS. THIS ACQUISITION IS BEING COMPETED IN TWO LOTS. 1. Lot A - Full and Open 2. Lot B - Small Business Set-Aside Based on the sources sought notice released in January 2024 (RFI Notice ID: N68520-24-RFPREQ-F000000-0159) the NAVAIR Office of Small Business Programs concurs with the determination. North American Industry Classification System (NAICS) code and Product Service Code: The applicable NAICS code for this procurement is 541512 "Computer Systems Design Services" with a Small Business Size Standard of $34M. The Product Service Code is DA01, “IT and Telecom – Business Application/Application Development Support Services (Labor). Anticipated Contract Type: The resultant contract is anticipated to be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Firm Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Cost CLINs for support services. Individual task orders will be generated for specific LIIS CMDS requirements. Anticipated Period of Performance: The anticipated period of performance is a five (5) year ordering period. Additional Information: No contract will be awarded as a result of this notice. The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice. The formal solicitation will be posted on the System for Award Management (SAM). All amendments to the solicitation will also be posted on SAM.
