Solicitation N68520-22-Q-0014 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed price basis and to solicit and award the proposed contract on a sole source basis to CAPVIDIA NA, LLC., under the authority of FAR Parts 12 and 13. The Commander Fleet Readiness Centers (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program requires MBDVidia software to continue to create STEP AP242 and Quality Information Framework (QIF) Model-Based Definition (MBD) models which are semantic and machine readable. These software tools create derivative models that are generated automatically, and enable digitization and automation of downstream manufacturing processes. CAPVIDIA NA, LLC., is the only known source for this requirement. Any substitutions may render some or all of the software inoperable resulting in significant impacts to the program and the Warfighter through increased cost and schedule delays. Offerors must be registered in the System for Award Management (SAM) prior to submission of an offer to be considered for award of any DoD contract. See attached RFQ. Award is expected 29 July 2022. Interested persons may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 22 June 2022 at 5:00 pm ET will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
