The Naval Air Systems Command in support of the Fleet Readiness Centers Command (COMFRC) intends to award a Firm Fixed Price Simplified Acquisition Procurement (SAP) on a sole source basis to Rhinestahl, Corporation located in Mason, Ohio. This effort is for one (1) High Pressure Turbine (HPT) Stator Grinding Fixture, Part Number 21C5839G03, and all items included with the fixture to perform full function, in support of the TF34 program. The equipment shall be delivered within 28 weeks of contract award to Fleet Readiness Center South East (FRCSE) Engines Facility Complex located at Wright Street Building 797 Jacksonville, FL 32212. Contract award is scheduled for 30 November 2022. This action is being awarded on a sole source basis per 10 U.S.C. 2304(c)(1), “Only one responsible source and no other supplies or services will satisfy agency requirements.”, as implemented by FAR 6.302-1. The HPT Stator Grinding fixture is a required TF34 Engine specific tool used in the repair process. General Electric (GE) is the Original Equipment Manufacturer (OEM) of the TF34 Engine. The HPT Stator Grinding fixture is called out specifically in the Technical Order (TO) 2J-TF34-4 Publication 33D4-1-515 for use and is proprietary to General Electric (GE) and their engine. GE has designated Rhinestahl Customer Tooling Solutions as the only authorized source for this required tooling.
