The Fleet Readiness Center Southeast (FRCSE) hereby gives notice of their intent to award a contract for the repair of a Ram Air Turbine motor. The Ram Air Turbine motor tests small wind turbines that connect to a hydraulic pump installed on an aircraft to help with the in air refueling process. The RAT houses a three-phase-wye medium-voltage (4160/2300 volts) induction type motor that weighs in excess of 1000 pounds and is driven by variable speeds under computer control. FRCSE requires the motor be repaired due to internal instability and requires qualified professionals to handle the high voltage rigging required for this job. Organic sources are not capable of performing this task. This is the only RAT the Navy has and needs to be kept in good working order. The loss of this motor will be detrimental to the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit all information requested under the “Information and Instructions” tab which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Please also note the requirement of a site visit as listed in the “INITIAL SITE VISIT” section of this Document. The acquisition will result in a Firm-Fixed Priced (FFP) contract for a maximum of 10 days from time of award. A Request for Proposal will be released at the expiration of this Synopsis/Solicitation notice. At this time, offerers will be required to send in their proposals within three days of the start of the RFP notice. OBJECTIVE: This requirement is focused on the repair of the Ram Air Turbine motor. The requirements are: INITIAL SITE VISIT: Once Respondents are approved and vetted using government resources and technical expertise, an initial site visit will be requested to explain the requirements of the repair. All respondents should comply with the information found in the “INFORMATION AND INSTRUCTIONS” section of this document and be aware of the requirement to make a site visit to have an allowable offer. Interested parties have 5 (five) days from the publication of this announcement to schedule a site visit. Please allow ample time to be cleared for access given security and COVID protocols currently in place.
