The Commander Fleet Readiness Center hereby gives notice of their intent to award a sole-source contract to International TechneGroup Incorporated, 5303 Dupoint Circle, Milford, OH 45150-2734 (Cage Code: 74722). The Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Group Aviation Product Lifecycle Management (AvPLM) program requires International TechneGroup’s (ITI) CADIQ software in support of its efforts to implement PLM and Three-Dimensional (3D)Computer-Aided Manufacturing/Engineering toolsets. This tool set supports the authoring of Product Definition Data Sets (PDDSs) and Technical Data Packages (TDPs). These procedures enable NAVAIR to use CAD and PLM tools to capture the data necessary to design, manufacture, procure, and sustain items without using traditional 2D engineering drawings. The AvPLM Program requires the capability to perform quality checks and validation of CAD models. There are no products in industry that support the comprehensive quality checking and validation of CAD models that the ITI CADIQ tool provides. Per the FAR 6.302-1(a)(2)(iii)(A), For DOD, NASA, and the Coast Guard, Services may be deemed to be available only from the original source in the case of follow on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency’s requirements (See 10.U.S.C.2304(d)(1)(B)). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
