Solicitation N68520-21-R-0032 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed price basis and to solicit and award the proposed purchase order on a sole source basis to ANSYS, INC, under the authority of FAR Parts 12 and 13. The Commander, Fleet Readiness Centers (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program requires licenses and maintenance for ANSYS Granta software to provide material data, part/process data, and test results in support of additive manufacturing digital enablement. ANSYS, INC is the only known source for this requirement. Any substitutions may render some or all of the software inoperable resulting in significant impacts to the program and the Warfighter by introducing increased labor costs, increased risk of quality escapes, limited ability to identify material substitution or optimization opportunities, and delays in delivering parts to the Fleet. Offerors must be registered in the System for Award Management (SAM) prior to submission of an offer to be considered for award of any DoD contract. Offerors must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. Please provide the completed certification with your offer. See Attached RFQ Award is expected 23 September 2021. Interested persons may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 17 September 2021 at 4:00 pm ET will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
