This is a notice of intent to solicit and award a sole source contract in accordance with (IAW) FAR 12. The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to solicit and award a sole source contract for Maintenance, Repair and Overhaul (MRO) Software Suite Support to JDA Software, Inc. (Novation change in progress from JDA Software to BlueYonder), 15059 N. Scottsdale Rd. Ste. 400 Scottsdale, Arizona 85254. This notice of intent is NOT a request for quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The anticipated award date is 15 September 2020. No phone inquiries will be entertained. This contract will be under FAR 12 procedures and Other than Full and Open Competition as authorized under FAR 12. Description: The purpose of this sources sought is to seek a contractor who has qualifications, capabilities, and experience to support, maintain, and sustain the Maintenance, Repair and Overhaul (MRO) software suite. ALL LARGE AND SMALL BUSINESSES THAT ARE INTERESTED SHOULD SEND IN A CAPABILITY STATEMENT. The MRO software suite provides a complete, standardized, and automated repairable management system that includes business planning, production planning, master production scheduling, material requirements planning, capacity requirements planning, and the execution support systems for capacity and material. NAVAIR has a need for ongoing annual Original Equipment Manufacturer (OEM)-authorized software maintenance for the JDA Software, Inc. MRO application and supporting software, as well as continued functional and technical on-site and off-site OEM-authorized provider support. The scope of the required support is includes ongoing support functions related to JDA Software, Inc.’s sustainment of its suite of MRO software applications at the Fleet Readiness Centers (FRCs) in Jacksonville, FL; Cherry Point, NC; and San Diego, CA. Support includes annual software maintenance; ongoing onsite functional services, as-needed specialized technical and functional services, and software version upgrade support. The contractor will be required to support and maintain all COTS software comprising the JDA Software, Inc. MRO Software Suite listed below which requires access to OEM source code: MRO, Make-to-Order (MTO), Workbenches (Bill of Material (BOM) and Planner)), All Application Programming Interfaces (APIs) purchased by the FRCs including the MTO APIs, MRO APIs, I-Loader and other connectivity tools, and Services Enterprise Project Planner See attached PWS.
