The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a sole source basis, to McCoy Global, WA (Cage Code: 81205) for the manufacture of a quantity of four (4) Ground Support Chock Set, P/N EN01104531, NSN 1730-LL-W75-G134 to support the P-8A aircraft. The P-8A Ground Support Chock and Ramp Set consist of an Upper Ramp, Lower Ramp, Spacer Set and Chocks. It is an aluminum ramp set used for the aircraft to obtain clearance during maintenance actions and when the Advance Airborne Sensor (AAS) POD is deployed during ground swing checks. The ramps are required for clearance from the ground to the deployed aircraft sensors. The above support equipment was designed by McCoy Global based on specific proprietary requirements for the Boeing class 737, thus P-8A, that the Navy does not have access to. McCoy Global owns all proprietary rights to the engineering data and detailed product drawings. McCoy Global is the only manufacturers with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. McCoy Global is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award.
